Did you know that some of the rules shaping university autonomy, digital degrees and institutional governance, the very system you study in, carry input from our own university? When Vietnam overhauled its education laws, FPTU representative contributed expert views to the drafting process, and that contribution has been formally recognised by the Ministry of Education and Training.
Context: the National Assembly passes a new set of education laws and resolutions
At its 10th session, the 15th National Assembly passed several major instruments: the amended Education Law (No. 123/2025/QH15), the revised Higher Education Law, the revised Vocational Education Law and Resolution No. 248/2025/QH15 on special, breakthrough mechanisms for education and training. They introduce free textbooks, a tuition-waiver roadmap, digital degrees and certificates, decentralisation under two-tier local government, and reforms to university governance, autonomy and accountability.
According to the Ministry, behind each instrument were ‘hundreds of meetings and thousands of pages of research and comments’ from officials and educational institutions throughout the advisory, drafting, appraisal and revision process. The revised Higher Education Law alone received hundreds of direct comments before its adoption on 10 December 2025.

During this process, FPT University representatives contributed expert input to the draft education laws. As a private, technology-focused university built on close links with industry, we brought a practical perspective to the issues the new laws address: university governance and autonomy, digital transformation in teaching, digital credentials, and preparing talent for the digital economy.
Official recognition: Minister’s Certificate of Merit under Decision 373/QĐ-BGDĐT
Recognising these contributions, the Ministry awarded the Minister’s Certificate of Merit to institutions and individuals with outstanding achievements in advising on and drafting the education laws and resolutions passed at the 10th session, under Decision No. 373/QĐ-BGDĐT dated 11 February 2026. FPT University is honoured to be among the recipients, alongside 15 individuals and 7 other organisations.
For us as students, this is a clear example of how a university contributes to SDG 16: not only by teaching, but by using its expertise to help government build effective, transparent and accountable institutions.

From classroom to drafting table, our university shows that academic expertise can help shape national policy. And as the new laws take effect, you, the first cohorts to study under this new framework, will feel the meaning of that contribution most directly.
