FPT University works as an institution with the local authorities of every city where it operates – Hanoi, Da Nang, Quy Nhon, Ho Chi Minh City and Can Tho – on three fronts: (1) planning and developing its campuses in line with local master plans; (2) helping local governments plan, run and digitalise their cities and communes; and (3) making sure that staff, lecturers and students can access affordable housing, so that the growth of the university does not push up housing costs for local residents.

The year 2025–2026 brought a major change for Vietnamese local government. From 1 July 2025, the country moved to a two-tier local government model (province/city and commune/ward) and merged with many provinces. Quy Nhon, for example, is now part of Gia Lai Province, and Can Tho City be enlarged. FPT University responded quickly: it sent students and lecturers to help new wards and communes set up their systems and serve residents, and it signed new cooperation agreements with city and commune authorities.

Planning and developing campuses together with local authorities

All five FPT University campuses were planned with the local government from the first stage – site selection, detailed planning and design – and are located in development zones designated by the city or province:

• Hanoi – Hoa Lac High-Tech Park
• Da Nang – FPT Technology Urban Area (FPT City)
• Quy Nhon (Gia Lai) – An Phu Thinh New Urban Area, and the new AI Centre & Supporting Urban Area
• Ho Chi Minh City – Saigon High-Tech Park
• Can Tho – An Binh Ward

In each location, the university works with the People’s Committee and the management board of the zone to make sure the campus is connected to the surrounding community: public roads and transport, green space, shared sports and cultural facilities, and environmental protection.

Helping local authorities plan and run their cities

Beyond its own campuses, FPT University uses its expertise in information technology, AI and digital governance to support local authorities in planning and managing urban and rural development. In 2025–2026 this collaboration grew significantly:

Da Nang – supporting the new two-tier local government

From 18 to 25 August 2025, 38 FPT University IT students joined Da Nang City’s programme to support 44 wards and communes as they began operating under the new two-tier model. Students fixed hardware and software problems, guided officials in using administrative systems and digital signatures, and helped residents use online public services and the Danang Smart City app. After the programme, 69 wards and communes asked for continued support.

Ho Chi Minh City – towards a comprehensive smart city

On 23 October 2025, FPT University and the Ho Chi Minh City Digital Transformation Center signed a strategic cooperation agreement for 2025–2026. The two sides work together on training civil servants, raising community awareness of digital transformation, research, and developing technology platforms to help the city become a “comprehensive smart city”.

Quang Ninh – a new State-University-Enterprise model

From January to April 2026, together with the Quang Ninh Provincial People’s Committee and FPT Corporation, FPT University placed IT students in nearly 30 communes, wards and special zones, including remote areas such as Co To Special Zone. Students helped local governments implement Resolution 57 on science, technology, innovation and digital transformation: managing IT infrastructure and data centres, training officials and residents in digital skills, VNeID, digital signatures and online public services. The province provided accommodation and transport for the students. National media described it as the first model of its kind in Vietnam.

Hanoi – partnership agreements at commune level

On 26 May 2026, FPT University signed a memorandum of understanding with the Van Dinh Commune People’s Committee (Hanoi) and sent 43 students to support the commune. They help residents with online public services, e-identification, digital payments and the iHanoi app; support local offices with document digitisation, data management and AI; and help local businesses with e-commerce and promoting local products. Before that, 124 FPT University students had already supported communes in Quang Ninh and Son Tay Ward in Hanoi.

Through these programmes, the university contributes directly to better local planning and public services: better data for decision-making, faster administrative procedures for residents, and stronger digital capacity for local officials.

Ensuring access to affordable housing

FPT University works with local authorities and FPT Corporation to make sure that the people who come to study and work at its campuses can find affordable housing, and that this growth does not reduce the supply of affordable homes for local residents.

Affordable homes for lecturers and staff – Da Nang

In the FPT Technology Urban Area in Da Nang – a residential area developed in line with the city’s approved plan, where university staff live alongside local families – FPT Corporation continues its “Settle Down to Prosper” housing policy, now in its sixth year.

• FPT Plaza 3: 250 apartments offered to staff and lecturers at discounts from 10%, depending on seniority, performance and housing need; handover planned from Q2 2026.
• FPT Plaza 4 (December 2025): eligible managers, engineers, lecturers and teachers in Da Nang can buy apartments with a 13% price reduction (up to VND 450 million), plus bank loans of up to 85% of the apartment value at 6% interest for the first three years. Over 1,200 lecturers and teachers work in FPT’s education system in Da Nang.

Affordable homes for lecturers – Quy Nhon

In An Phu Thinh Urban Area, the city and the university agreed during the planning stage to set aside land for housing for lecturers and staff next to the campus. Many lecturer families now live in apartments near the campus bought at 25–30% below market price. The new AI Centre & Supporting Urban Area adds more housing for technology workers and lecturers.

Low-cost housing for students and early-career lecturers

Every campus has on-campus dormitories planned with the local authority as part of the campus plan. By housing thousands of students on campus at low prices, the university reduces demand in the private rental market around the campus, helping local residents keep access to affordable rental homes.

• Can Tho: dormitory with more than 20 residential units, in use since 2020, at about VND 4.4 million per 4-month term (≈ VND 1.1 million/month), including air conditioning, lockers, laundry and canteen.
• Hanoi, Da Nang, Quy Nhon, Can Tho: dormitory prices are 30–50% below the local market rate.
• Early-career lecturers from other provinces are offered free on-site staff housing.

Opening the campus to local residents

As part of its commitment to the local community, FPT University opens its facilities and activities to local residents, including public events and outreach programmes, sports and recreation facilities, libraries, and artistic, academic and cultural events.
